the number may not be legitimate but logically it's much easier to feed every kid for free even if only 75-90% of them actually qualify. It's not cheating the system if the school is making that meal for your kid anyway.
And given the junk that kids will bring to school and try to pass of as lunch it's preferable the eat the free lunch instead.
