I haven't been to Charlie Palmer in years (always forget about it), but I believe Todd Kliman had some good words to say about it in one of his chats recently.

On the other hand, if the "historic surroundings" are important to them, nothing beats a walk in front of the White House after dinner. Go to J&G, take a walk, then have an after dinner drink at Off the Record (Hay Adams), or the Round Robin (Willard). Unless, that is, they feel young and hip enough for the roof of the W. Nice view, but pricey and a trendy dressup crowd.
