You should tip on take out if it's the waitress/bartender packing it for you.They'd rather wait on tables than take your orders and wrap things for you with all the condiments.
That said, $1-3 will do, unless it's above $100 order.

I generally tip 10% on take-out. Someone has to take the time to verify and pack up the order, get utensils, etc. in addition to their regular duties.

I always tip on take-out, having assumed that the tip is still pooled among all the staff in the front and back of the house. I don't tip 20% but around 10-15. They're still taking your order (unless there's online ordering) and packing things up nicely is work. I do hope that the chefs get a portion of the tip but I'm not sure.

10% tip on carryout. A lot of these workers earn minimum wage or not much over. If you can afford $70 for sushi, you can spare another $7 to make the restaurant worker much more happy. Think of it as that $7 probably means a lot less to you than it will mean to the worker who will likely be very pleased, and likely remember you the next time you go there.
