Dogs with teeth and natural instincts? I grew up with a German Shepherd and I am 100% sure that he would have done exactly the same thing if he saw a small mammal that he could catch.

The dog IS NOT his, and the sea lion was SICK. It would have died anyway.
It's the cycle of life. Would you have preferred it lay on the beach in pain baking in the sun?

My dog has killed dozens of squirrels in our yard, but he is kind and gentle with children, house cats, and puppies. I say "house cats" because all bets would be off with outdoor cats.

Of course I have walked dogs. One of my dogs weighed over 95 pounds and was not fat. I could take her anywhere on leash and push a double stroller. Some dogs are intelligent enough to discern behavior. Otherwise they could not be trained for jobs. But I guess the bulldog breed Kelly owns is not used by the military , police, or as a service dog. Also could not function as a herding breed or guarding a flock.

The dog broke free and attacked a baby sea lion that had beached itself. 700 baby sea lions have beached themselves this year because they are starving so chances are this one was dying anyway. It sucks but these things happen.

You can't compare a dog going after a wild animal to one going after a person or someone's pet.
And does the dumb ass bulldog know the difference? IMHO anyone else would have been fined. Ever have you or your dog attacked? I've had both. More than once.
