yes, but the great charters are almost impossible to get into unless you already have a sibling there. look at the public school forum around DCPS and charters lottery time and you will see how stressed out people from not so great school districts are. we have two kids and considered Brookland, and ended up buying in CCDC (3 bd for around 700 BTW). our kids go to a great IB school and will have good schools up to HS, the area is relatively safe and low crime, close to transportation so my commute dowtown is short (in the good season I bike), lots of playgrounds, shopping, things to do for kids and adults (politics and prose, the avalon theater, the library and community center), tons of families with kids, a great sense of community. I am not sure what you mean with uptight. at least our neighboors and the people we know in the area are fairly laid back, mostly working parents with little kids or older teenagers, no energy left to tighten up anyting.
prices in CCDC have been fairly steady, even during the crash in 2008, unlike Brookland, so I am not sure about the overprice. Brookland is very nice but you pay less because you get less (especially if you have kids and need to rely on DCPS)
