No In-N-Out is west coast only. Another vote for Palena.

The topic isn't "best burger you've ever eaten" so spare us your superiority, unless you can point to a In-N-Out in the DC area.

You do have to order medium well at BBP, their default is a little bit on the rare side.

At least there is the 5 guys option. Not in-n-out, of course, but better than many other alternatives.

Shake Shack beats the pants off of the mediocre 5 Guys. Bobby's Burger Palace is actually pretty good though.

I'd have to go with 5 Guys for burger. Or maybe Elevation Burger.

BGR always disappoints me. Expensive, falls apart, and just doesn't really hit the spot.

5 guys hits the spot, but their burgers are sort of better versions of fast food, not what I think of as a nice juicy burger.

For a good daily burger (which is defined as a burger you can get more or less on the fly-- no waits for seating, more than one location, consistent quality across locations), the official ranking (per me, expert on all things burger) is:

5 Guys - the best of the bunch. Get it with bacon. Take a friend and share some fries, but do NOT attempt to eat the fries solo! That way lies regret, indigestion, and not fitting into your favorite jeans for the rest of the season.
Z Burger - It's fine. I guess.
Shake Shack - how can it be that much greasier than the others, but less flavorful? In the real world, fat = flavor. SS exists in some kind of wormhole. Not the good kind. And their fries are gross and undercooked.

Rays and BGR are both excellent.
