First I would look at the other kid and see if maybe he could play up. If that couldn't happen, I would start by reminding you about league rules then I would discuss the fact that your kid might get bored playing with the little kids since it is his third year and that when he does move up with or without his friend he will be behind skillwise with the people his own age. Also since he is older and probably bigger there is a strong possibility that he could inadvertly hurt someone smaller.

I'm not sure I understand he quit team sports coz he's 'too big'? Did coaches or parents or teammatew made you/him feel uncomfortable or unwelcomed? Just a couple weeks ago my son U9 team played against two teams each with a very tall player, one at 5' the other could definitely be 5'2. one is super strong the other just above avg for this age group. Sure we chatted about them but they still had fun and our kids didn't mind or seemed bothered.
