The system is extremely corrupt and a lot of people benefit from it so adoptions are very rare and take a long time to happen. Our country was closed to international adoption when I was there. I don't know what the situation is now.
Most of the children were there because the parents were neglectful or taken to jail and the relatives were not interested in raising them. Every once in a while we'd get a newborn baby with the umbilical cord still attached. A volunteer on call would take the child to the hospital to be checked on and once cleared the nurses would name him/her and we'd take them back.
