The MD dream act allows kids who graduate from maryland high schools and whose parents pay md state taxes to pay in-state tuition (but still need to earn admissin as international students). How will this hurt md k-12? How will this encourage smart people to go to virginia?

I think what PP is saying is that the dream act will attract undocumented people from the surrounding areas and cause the public schools to be over run by students who are not as learned or educated. This would drive out the "smarter" students to seek a schools system without the flux of undocumented.

I'm against the Dream Act, but I would think the opposite would be true. If anything, the smarter kids will want to stay in Maryland to take advantage of possibly getting in state tuition at state universities in Maryland. How would the Dream Act encourage smart kids to move to VA? I don't get it.
