A baby who isn’t doing this may have a motor coordination issue or possibly an eye tracking issue.
For example, torticollis (stiff neck) can prevent a baby from having full range of motion when looking side to side. This can limit the field of vision and may inhibit coordinating hand motions, eg one at a time vs. together.
