My company serves alcoholic beverages at the office, (sometimes during official work hours), for various receptions. Also I am not working with kids/driving/etc, I mostly just sit in front of a computer all day and do my own work. Given these circumstances, I don't think it's a big deal. If you need to go back to work to your job as a semi-truck driver, a cocktail is probably a bad idea. Otherwise, it will be fine.

If you don't know (meaning the employee didn't do it at work or around others from work, and he or she was not impaired afterwards), does it matter?

as I have done it many times (over the years). A single beer/wine/cocktail, at lunch, with colleagues. Perhaps once every couple months at most.
