Wishing death upon black people in LA under a hurricane is different then joking about something ludicrous like obama's birth certificate which Obama jokes about himself.
He didn't "wish" anything on anyone. He observed that the Republicans are having a celebration while black people are dying. And in reality, the Republicans are having a celebration while black people are dying.

Now, he also said that Mitt is "happy" to have this party while people are dying. Obviously the speaker can't know what Mitt is happy about or not happy about.
I think the speaker on the video was probably making a reference to the last Republican administration, which you may recall badly mishandled Hurricane Katrina, leaving folks with the impression that when the loss of life is among blacks, Republicans don't seem to be too terribly concerned about it.

And now here we are 7 years later almost to the day and the Republicans are having a party while the same largely black cities are being hit by a hurricane and it's not a stretch to say that likely some of those people are going to die. So was it appropriate that the guy got fired for his comment? Absolutely. But he didn't "wish death" upon anyone and he didn't JOKE about people daying. He made a very snide comment which as an individual, Romney does not deserve. But as a party.... the nation remembers.
