No! It wasn't! It was exactly as OP said. They don't want this to be about how Republicans hate women, fine, stop coming up with dodgier and dodgier laws and regulations that have nothing to do with anything. We have to take the worst of the worst seriously, because every time some Repub doofus comes up with some stupid regulation, the rest of the party goes, uh uh, that's just him, that's not us! And then next election that crackpot idea is the damn Repub platform plank! So it reasonably follows that women will be investigated for miscarriages, fertility clinics will be shut down, and how the Repubs think you should be pregnant and birth will become the law of the land.

If you care one whit about freedom of religion you won't vote Repub.
