Historically speaking, yes. And it has been a downward spiral ever since. We went from schools that had teachers who had our best interests at heart in to the hands of the oppressor (as evidenced by the fact that the first integrationists were threatened and harassed by their white counterparts and adults even though they were just children trying to get an education.)
