She has twin babies at home. She probably could care for the older daughter too, but perhaps then everyone gets short shrift because mom is spread too thin. What's wrong with seeking a little help? I think it is way more important as parents to know our own limitations and know when to ask for help than to strive to perform to some level of parental perfection. Sheesh.
OP, I don't know about drop in daycares, and I don't know your budget, but we have had some good luck with White House Nannies. I would also second the suggestion of a mother's helper or college-aged babysitter to back you up at home. Maybe they can take DD out for day trips to the park, museum, library, etc. while still being based at home.
