Actually, it does take away parking from legitimate residents, particularly those without off-street parking. We pay taxes while living in these, you know.

Why does this bother people so much? None of you are complaining that residents can't find parking places, which would seem to be the only legitimate concern. Otherwise you're just mad that you think someone else is getting away with something.

There are a few people who park on my street and take the bus, but frankly the much bigger problem is all the churchgoers who park on my street on Wednesdays, Fridays, Saturdays, and Sundays.

OP, I actually empathize completely. I used to live in Old Town, just two blocks from the King Street Metro. Hated the workers at all the cute stores who parked on our residential street and came out to move their cars every two hours. But I blew the whistle on the store manager who had residential parking pass. I called parking enforcement and asked how someone whose car was registered in Fairfax County had a permit. She got fined, the permit was revoked, and they started a broader crackdown on the practice.

The owner of the shop complained that it wasn't fair that his managers couldn't park on the street. I advised him that perhaps he should pay for their parking in a garage or rent a driveway space from a neighbor.

My Ward 3 pass is supposedly limited to my ANC as means to help combat fraud. However, I don't know how closely the parking enforcement people look at them.

With a couple af small, neighborhood-specific passes, DC residential parking passes are by ward - there are only 8 wards, and each covers a huge area. All wards contain both residential neighborhoods and and businesses, so a guest pass certainly would be useful, as it's for the entire ward, not just a small area around a residence.

And the OP said that the offender she observed was usign the pass to street-park near a metro station, not a business.

Hello - it's not about residential neighborhoods near offices. It's people who drive in to close-in neighborhoods and take the Metro in.

I got one of these passes in the mail the other day. We didn't apply for it or request it. Does every household just get one?

They are actually guest passes. It's a pilot program in certain wards. They're a huge convenience for families with nannies, home health aides, housekeepers, etc. Before getting one, we had to get a new pass at the police station every 2 weeks. But there is certainly lots of potential for abuse. I think the best solution is for the city to create much smaller RPP zones so that the permit/pass is only valid within a few blocks of your home.
