The Super Taco mexican bakery on Columbia Rd (can't remember the address, it is right up from City Bikes on the same side of the street) is really good and affordable. They have a book full of every ridiculous kids cake motif. While you are there, have a delicious torta or chilaquiles.

Bake Shop in Arlington has great cupcakes and cakes. Their chipwiches are also to die for.

I'm not much of a baker myself but have made the Trader Joe's chocolate cake mix and icing and I've gotten rave reviews. Talk about cake on the cheap...

If you want something different, do cake pops by Baked by Yael -- they just won best cake pop in Washington in the Washingtonian and my kids *love* them. They do them in festive colors and arrange them really cute.

Heidelberg has very tasty cakes and can make them look kid-friendly, too.

Whole Foods's cakes are terrible!! Always dry and tasteless, and I think the frosting is straight up butter. 2nd the vote for Randolph's, though I don't think they make very cute designs. Can't beat the taste though!
