Yes, it is a very very big problem in the South.

There is a rescue group in the DC area called Homeward Trails (
http://www.homewardtails.org) who rescues dogs and cats from overpopulated shelters in rural VA and WV and brings them to the DC area for adoptions. I volunteered with them a few years ago. They are all so awesome! If you are concerned about this issue, I urge you to check out their website and consider getting involved! They need -- and will take -- any help you can give, big or small: volunteering to hold a leash at an adoption event, donation of old towels for bedding, offer to foster a cat or dog while it's waiting for a forever home, etc. Please check them out!
