Seems like you guys have low tolerance for whiny kids in public places...
How do you know the guy was American?
Also years of posting on DCUM show that most people (even parents) hate kids.
See posts about "don't bring your kids to resteraunts," or "how to keep your kids quiet on planes" where people attack parents for kids crying. That would never happen in my country.

"I can't stand that noise!" this woman screamed, looking at me, the only other person in line. The mom picked up the kid, was holding her and trying to comfort her, but the kid, who wanted some sort of toy, kept screaming. I left the line, not because of the kid (I'm used to the sounds of children) but because I thought the woman in front of me was nuts, and I didn't know what she was going to do. I didn't want to witness an altercation, even a verbal one, between this crazy lady and the poor mom who was trying to buy some stuff at TJMaxx and deal with her tired, shrieking kid. If the mom had been ignoring the kid, I would have reason to be annoyed too, but the mom was doing her best. Kids make noise, and the best efforts of parents can't always stop it.
In the library, the mom ought to have taken her kids out, but you can't always tell when your child will stop crying. She might have left, and of course the kids would stop crying.
I can't stand it when babies cry in church, though. Please! Can't parents take them out!! Especially during the sermon!! I think that's downright un-Christian!
This is downright un-Christian. Oh wait. It's actually very Christian.
