And how would the driver turning right know that?
OP, luckily that would only happen in the unlikely case there's a glitch in the system. The driver turning right on green always has the right of way.


They don't have to. If someone has a left turn arrow, the other driver will have a red light.

When the oncoming traffic has the green arrow, the facing traffic (the driver wishing to turn right) will have the red light. So, it will be clear why the one side of drivers are not advancing forward, while the opposing drivers are turning left (or going straight).
