Is a 2nd grader who ends the year reading at a "p" (which is supposedly 3rd grade level) not actually reading well?

We're in PG county and our first grader's reading test only went to fourth grade level. His teacher says his reading level is more like a fifth or sixth grade level. He doesn't write well because he knows what he wants to say but isn't always sure how to get it out.

I looked through DC's stuff and believe you are referring to the "Text Level Chart" for K-5
For grade 1 the reading target for the end of Fourth Quarter is Level 16-17 (or level I)
For grade 4 the reading target for the end of Fourth Quarter is Level S-T
So both your children have met the MCPS targets for reading and are on grade level.

I have a printout my kid's teacher gave me in 2008 and at the bottom it says
OCIP Department of Curriculum and Instruction
Reading Language Arts
June 20, 2008

The title of the chart is "Reading Targets"
