While not upscale or even fitting the OP's criteria in the least, but yummy comfort food (esp. The miniburgers) is "Matchbox."

Fiola for an amazing northern Italian meal. (Can be pricey, depending on what you order, but worth it.) Central is also excellent and reasonably priced. Minibar is foodie heaven, but very expensive.

Look at some of the many offerings for restaurant week...lunch is 20.12 and dinner is 30.12 ...also look at opentable.com offerings...several restaurants have 30% off if you buy a ten dollar reservation online. Also look at restaurant.com...we bought a $150 voucher for River Inn at Watergate for a few dollars...

I love Rasika and Blacksalt. Never had anything but an outstanding meal at either place. Central is also excellent.

I think Komi is overpriced.

If you want a "DC landmark" type place, go to Tabard Inn. I wouldn't call it "farm to table" but the food is seasonal and wonderful. Great ambiance and service. We love it.
