We moved to North Kensington a few years ago and love it for our 3 and 5 year old! I've commuted by MARC, Metro (Wheaton), and car... and prefer Metro to get down to Penn Quarter (although parking at MARC is free compared with Metro). We have an au pair for childcare and it's worked out well for us - there are a lot of au pairs/nannies in the neighborhood and a bunch of amazing preschools. Most of the families moving into our neighborhood have preschool-aged kids or babies - it's a lovely community even if you're not in the "most desirable" parts of Kensington
