She's not asking the delivery person to come back at her convenience. If they require a signature, which is rare, they will ring. A sign saying not to ring just to give notice doesn't upset the delivery person at all. Why are you upset?

Its simple - stop ordering stuff that comes via UPS or Fedex if it bothers you that much.
And the guys who knock and drive away? They are just being courteous, some people may actually need the item that they are delivering right away. Like meds or something.
