If my microwave required me to wear protective head gear while my neighbors could hear it running in their house with all their windows closed, I would have a bigger problem on my hands.

What everyone fails to understand is that the private companies would HAPPILY comply to the man-power raking, but NO ONE wants it b/c they have to pay for it. More man power + more time = more money.
This is a consumer-driven problem. Blame your neighbors.
