I'm not being cheap, but I think it's absurd that they're charging me the same amount as a pet adoption. What about the pet owners that don't have $200 to spare within the limited timeframe they give you to recover? Is it honestly fair that they would rather kill your dog? I find nothing "wonderful" about an agency that values money over the wellbeing of animals.
Well OP you are certainly not referring to yourself with that description. You are clearly not to concerned as you aren't even willing to go get your dog.
Shelter closed at 6PM. I left a message that morning when I found him...never heard back. Finally got home after earthquake mess at 5:30PM. By the time I talked to someone about him it was 5:45PM. I could have *possibly* made it, but I was so mad that I figured it was best to wait until the morning when I'd cooled off instead of charging in there. I know he's safe so that lessened my anxiety a bit.
As a pet owner, I cannot fathom this.

No, I mean the kids may have stole the dog hoping to keep it. And the parents instead took it to the shelter. There are teens in my area and my dog is very friendly.

I think the "at-large" citation is complete BS and a way for them to get some money out of me. If they called it a fee for homing him, sure, but "at-large"? AND they didn't find him outdoors. Someone brought him in....so that makes their citation even more slimy and money-grubbing.
Of COURSE someone (some GOOD person who went OUT OF THEIR WAY) took him in. The shelter doesn't drive around looking for lost pets.
How do you define "at large" if this isn't it?
And WHY are you posting here instead of going to get your poor dog? In your shoes I couldn't bear to leave him there for another moment.
