VT admissions has gotten really unpredictable for kids with 1300 Sat and GPAs in that same range.

I feel like some of these schools aren’t in the same tier as each other and I’m not sure I’d recommend that many OOS publics. And I thought UCSB>UCI and Davis? I think UCSD would be the next step after UCSB. For a tier up from the listed schools agreed on Villanova and Georgia then would probably add George Washington, Fordham, Lehigh, Maryland
