Some other ideas:
A neighborhood gift basket. I'm thinking coffee from the local shop, cookies or treats from a neighborhood bakery, local honey or jam, along with handwritten lists of "Things we'll miss doing with you," from each neighbor
Print a map of the neighborhood and have everyone sign around it with little messages, and get it framed.
A custom ornament shaped like their house, or shaped like the state they are leaving.

I agree with this. I already have more mugs than I can use, but I'd much prefer to get a pretty mug with a subtle cherry blossom design than a generic Starbucks mug which feels a lot more touristy.

I'd rather have the Starbucks mug because if it's attractive I'd keep it. And if not, I'd have no guilt getting rid of it. A piece of art/framed craft is a burden if someone doesn't like it aesthetically.
Tree ornament is on par with a mug. But it would be out of season so would probably take awhile to get into the right box to ship.
