If you have a trusted friend, relative send the 9 year old to stay with them.
This will work to protect your 2 year old and make the 9 year old feel the severity of their actions. You are taking it seriously and their behavior was so bad they had to be removed from the family for a bit, that would scare a lot of kids into understanding how badly they behaved. Right now he doubts the seriousness of a concussion, like those food allergy doubters, and he's testing boundaries. Show him he crossed the boundary.
