At almost all agencies, there are GS-15 attorney advisors. Do you recognize the PDs as being sub-GS-15? Or can you tell from the office being listed because they don't have GS-15 with that title?

They were fired, but illegally. There's a difference between "essentially meaningless" and "actually gone."
