You know absolutely nothing, absolutely nothing on how this works because you live a life sheltered from any one who is developmentally disabled, medically fragile, etc. My parents would have been BEYOND thrilled if someone would have hired their DC with a developmental disability for 80 hours month - but that doesn't happen regardless of how many feel good reels run on social media.
And Medicaid doesn't pay a "proceed" - it helps the individual receive health care, often for what are very complex conditions. The fraud in Medicaid is perpetrated by insurers and providers.
