Anyone who isn't a dishonest moron is well aware that crime stats can be gamed very easily. For instance, one can produce a decrease in "murders" simply by redefining what counts as "murder" and changing what sources are included.
If you want to make the "murder" rate as accurate as possible (and, thus, as high as possible), then all deaths that are recorded as homicides on the death certificate are counted as murders. This number is what tells you your odds of being intentionally killed in a certain community. This number is what normal human beings consider the murder rate.
Most law enforcement agencies, however, tinker with their definitions depending on political pressures. Right now, the FBI and most law enforcement agencies count as "murders" only homicides that the police decide were committed with malice aforethought. It means that most manslaughters don't count, nor do homicides that the police haven't yet classified as murder, nor do deaths for which the police have decided the cause of death is ambiguous (and that incentivizes police not to delve too deeply into the causes of death of people who don't have anyone advocating for them).
Does recording steady drops in "murder" by bastardizing the definition of "murder" sound like good news to you?
