That's crazy. I wonder what you really get for that kind of money and you would think that families with that kind of money to spend wouldn't have an issue getting into college. You have to wonder how many kids at the TTs are getting this sort of support. I've talked to several counselors that charge 20-25k over 4 years. This includes help with extracurriculars and developing projects and then later in high school help with essay writing, narrowing down options, etc. I follow Kate Stone on instagram and she's probably charging on the higher end. I find her sort of grating but she talks a lot about helping her clients develop high-impact projects and curating unique opportunities.

My understanding is that the result is usually pretty good. These consultants can provide academic counseling but their main "value add" is "packaging" a student and making sure they stand out from the rest of applicants. I do know a few people who used this kind of support and as far as I know, they all got the outcome they wanted.
The minimal donation that allegedly gets a qualified candidate into HYP is $10mm+. $1-1.5mm is much less and may not be an issue for high net worth individuals.

The child in the article did get into an Ivy but I personally understand why the mother thought twice about paying such a ridiculous amount.
