How do you know he’s trying to kill dogs as opposed to just … eating the chicken and dropping the bones on the ground? He does seem kind of unpleasant but I don’t think he’s doing anything illegal.

No, they cannot. When there was a family panhandling and harassing people outside of the CVS in Spring Valley, they tried to have them removed, even calling the police several times, and were told there was nothing to be done. No way CVS can have Duane or anybody else removed from the sidewalk or driveway outside their store.

After looking online, it appears that these behaviors have been ongoing for YEARS. Has anyone ever tried to call law enforcement after being harassed? It just seems wild to let behavior like this continue when women and dog owners are regularly impacted by him.
