Dropping the bones on the ground is littering. Urinating in a public parking lot is indecency or public exposure. Yes, I know, the trash can is too far away. CVS won't let him use the bathroom. Always an excuse.

No, they cannot. When there was a family panhandling and harassing people outside of the CVS in Spring Valley, they tried to have them removed, even calling the police several times, and were told there was nothing to be done. No way CVS can have Duane or anybody else removed from the sidewalk or driveway outside their store.
I said if it is CVS property. Sometimes buildings are set back so that part of what appears to be public is private.

He's not a drug dealer. He's selling newsletters he writes. If he was such a nuisance, I'm sure the local businesses wouldn't sponsor it, and they do.

I have walked by there a lot as a middle aged white woman and has had no interactions with him, pleasant or otherwise. He just sits there - he may or may not mutter things but I don’t listen closely and don’t care one way or another.
I am not a bleeding heart nor a big fan of DC’s coddling approach to homeless, some of them high and or severely mentally ill, taking over the sidewalks but if a homeless person is not blocking access to a business or a public area nor is credibly threatening someone with assault, there is nothing much the city can do even if DC was bigger on enforcing rules and laws on the books (or even had tougher laws on the books in the first place.) Your choice js either to put up with it or change your routine because he’s not going to be removed from there because he’s mean to your dog.

I too have been called names and yelled at by him. I used to be on good terms with him even bought him coffees and bagels etc until one day he decided I didn't say hello to him quickly enough and then started calling me names.
I was a frequent gym goer when Northwest sport and health was there so I passed him almost daily.
He also urinates and probably defecates in public over by the dumpster which is disgusting.
Luckily my gym moved so I don't go there very often anymore.

Why is your dog part of your pharmacy and grocery routine? Is it a service dog? Pets, however cute and lovable, don’t belong in a pharmacy or grocery store. If your dog isn’t a service animal, I think you, your dog, other shoppers, and Duane will all be better off if you leave him at home.

I didn't know he has a problem with the dogs too. Never fails, he always says "you're a racist". To me, at me? Maybe to himself? He doesn't yell just mutters under his breath so only I can hear. All the people jumping on OP I invite you to go over there and experience this "pleasant" interaction.
