I think that what each of us considers cheating is largely going to be personal. Some things will feel like cheating to almost everyone (sex). Some things are maybe not boundary-crossing actions but still represent betrayal. Being very legalistic about what counts and what doesn't is counterproductive.

I would say that an emotional affair is cheating, whether it ever becomes physical or not. The emotional betrayal is there. If my partner developed a romantic emotional intimacy with another woman, it would really not matter to me, feelings-wise, if he slept with her. The betrayal would exist in his intentions and feelings, not his behaviors.
