I live in a city and do a significant amount of walking as part of my daily life. I didn't find Europe to present an any sort of shoe choice challenge whatsoever. Just choose a pair of shoes that are comfortable for you personally, that won't give you blisters or get trashed if they get wet. And make sure they are broken in before you board the plane.
Your norm is not the same for the OP. Most ladies who dont live in busy cities don’t have shoes for the kind of walking that miles and miles of walking on tours entails. It’s a valid question.
