He used that time to travel around for athletic events, never returned from paternity leave, and wasn't required to pay it back. I don't know if it's fraudulent, but he wasn't using the time to stay home and bond with his baby, which seems like the intent.
Makes no difference to the employer whether he’s spending time with the baby or traveling around. He had a qualifying life event and used the leave. Employer spends the same amount either way.

I adopted an infant for the parental leave, but then returned it when the leave was over. The baby wasn't a good fit for our family anyway, so I was glad to get rid of it. I got a dog instead.

NP. If you think that's an outlier case and paternity leave is still overall good policy, that's reasonable, but that guy was absolutely scamming the system, and since providing paternity leave is currently optional, yes the optics of stuff like that matters.
"Employer spends the same amount either way" is the point. Employer was willing to spend it to give the father time with to bond with his baby, not as free extra vacation leave.

How the labor market functions is inextricably linked with politics. You can't separate the two. I agree that parental leave should be mandated: a lot of Asia requires paid maternity leave of 14 weeks plus while Europe requires a minimum of 4 months per parent.
