Is this a real question? How about by not being incredibly hostile to businesses? That would be a good place to start.
Mayors have such limited ability to deal with the macro issues that are impacting jobs. Being "less hostile" to business is going to have negligible impacts, if any.

This is like a firefighter asking what they're supposed to do about a building that's on fire. Any politician who takes this attitude should be rejected by voters. Promoting the economy and getting jobs here should be the mayoral candidate's No. 1 priority. If people don't have jobs, almost nothing else the government does matters.
