I wouldn’t report your co-worker even though she is committing academic fraud.
It is ILLEGAL to lie about what zip code you currently reside in just so your kids can get into a better or nicer school.
Doing this prevents other deserving kids from getting the education that they deserve. 😠

I would just not interfere w/this & you will be better off if you just stay out of it.

OP, there is no evidence in anything you have described, save driving without a license plate, which is illegal. I suggest you start there. Voter fraud is quite difficult to implement, so I doubt she's doing it. Focus on the obvious illegality first.
