Regardless of scope, any ladder work will responsibly involve two employees. Any site visit is going to factor a minimum travel and set up time for both, even if its to clear a single leaf. Add overhead (insurances, vehicle, tools, office, gas) and profit (reasonable) and small jobs will come to seem ridiculous quickly.

I don't have much pity for people eager to believe the little guy is trying to rip them off.
