I restricted to 600 calories a day as an older teen and dropped from 115 to 87 at 5'4.
For 14 under 100 would be pretty normal. Her weight at that height and age isn't worrisome.
Context matters. 13 yr olds should be gaining weight, not losing weight. While her daughter isn’t underweight at this moment, it does sounds like she is consuming far too few calories and will drop in weight quickly if it keeps up.
But she's not losing weight, she's watching what she eats. She doesn't need a diet full of carbs. At 14 she may be at her adult height too.

She reportedly ate acai bowl for breakfast (I was not there but I know they went out with friends), then she fixed salad at home when i was away, and then she had dinner out with friends again and she said she ate, salmon and fries. I had her all-time favourite snack baked when she got home, and she did not even look at at, just ran to her room. If she really eats what she claims, thens he is just avoiding curbs? She does have scolios but it is not too bad.

If she actually ate that, good. But as someone who had an ED as a teen, you basically lie as easily as you breath so I am skeptical. I would be able to tell my parents a detailed review of my day of eating when in reality it was diet snapple til about 6pm, a few spears of asparagus and half a chicken breast. If she is lying, she way overshot with the fries. A fried carb?!
