Books on CD from the library and a CD player is probably the cheapest, low tech solution. Most library systems will let you put a hold on materials and deliver them to your neighbor branch, and there's usually not a wait for books on CD.

We have a Yoto and my 9yo loves it. You can rip your own audio and add it to the cards, and there are some parental control options that effectively disable it after a certain time at night, if you choose.

Highly recommend.

This is what I used with a 4th-6th grade boy with audhd, initially averse to reading, but by 6th was listening constantly and starting to ask for normal books as well as constant graphic novels:
