Not sure how old your friends kid is. My sophomore was offered a full ride from UA (not engineering so don’t know if that makes a difference) but my understanding is that the financial picture changed and the money isn’t flowing quite so freely anymore. Not saying there won’t be merit but it’s not like it was 3+ years ago.
The UC schools like even Santa Barbara and Davis are now harder to get into so not sure if they are safeties but the Cal school am probably would be safeties and have nice weather.
NC state might be good to consider.

I’m just not sure which schools are giving money for engineering since it’s so competitive.

DD is at Mines and loving it. Got about $30K in merit.
