There are no statements in the media that the plane on the ground was about to explode. It had a odor.
Based on the audio, the ATC either forgot or wasn't unaware that a plane was landing on the same runway that the firetruck asked permission to cross, or he had poor judgement. It was at 11:30 pm at night.
