No, we can treat them as juveniles until they are 25. By then they will have a fully developed brain and be culpable for their actions.

But absolutely everything is recorded and all over social media. If there's the political will, detectives and police work can track these idiots down. I have no family members or friends in law enforcement so I don't know what the procedures are. And it's frustrating watching the video of the cop car essentially driving around doing nothing.
