OP - pepper spray, a smack from a stick, an airhorn, and/or your boot are all appropriate measures. Use whatever works for you. If the owner didn't want their dog getting injured, they should've followed the law and leashed it.
Really?! Please don't hurt a dog just because he is ill-trained. The dog has no ill intent. He is trying to be friendly. It is annoying as hell and I would be pissed but your beef is with the owner.
