Small stores and restaurants do this. Especially when an order doesn’t arrive.

We also had neighbors who were Indian and used milk for religious events.

Yes. This is the opening scene of the movie Mississippi Masala. There's a meet-cute (though we didn't call it that back then) in which the female lead is buying a cart full of milk for cheesemaking, and the male lead asks her about it.
