My kids sometimes walk the dog and I’ve told them that if they are the AH doing this, I will basically disown them. We live in a really nice neighborhood—people have expensive dogs and take care of their stuff. It’s maddening.
I do think some of the smaller ones are fox poop though. We have tons of foxes.
The difference is whether or not they have seeds in them.

I suspect that since old poo is preserved by cold temps, we just happen to see them all when the snow finally melts. Whereas in usual circumstances, the poo isn't as noticeable on the ground/grass/bushes/leave, and it degrades more rapidly.
Hmm. I've changed my mind. Perhaps in very cold temps, people have difficulty handling poo bags with gloves, like I do, and don't want to take their gloves off in the bitter cold. If I can't tie a knot in the bag with my gloves, I take them off to do so - and in the low windchills we had, that was quite an experience. But I pick up no matter what.
So maybe a little of both?
