Of course it was. Apparently you don’t understand what the bolded words mean.
That could still have happened while they tell themselves it didn’t affect their decision. They didn’t deny that it happened.

This is a transparent attempt to curry favor with the White House. They don't want to compromise their methods, which are clearly showing Trump's approval ratings are growing smaller by the day.
