I’d start with what does he want out of his college education? Not likely to have an answer, but get him to start thinking about it.
And what location and educational setting? My DS generally knew what he wanted midway through sophomore year.
As he forms opinions about these things, he can focus upon his ECs and crafting a sincere, straight forward narrative.
Given that this involves your son and will likely motivate him to do what he needs to do to satisfy his college expectations, I see this working better than requiring him to manufacture a passion project.
